Is it possible for me to set specific questions and specific answers for my chatbot? I will use it for patient–paramedic interactions.

It is possible. Whatever instructions you give it at setup, that's the instructions it will follow when responding.

The steps are to type the exact instructions you want AI to follow. For example, write "I'm providing a list of questions and answers. When you receive a message from a user, you must find the best matching pair and respond with the exact response as shown. Do not modify the response in any way..." etc.
And in the knowledge base, provide your pairs.

And then you can test. If the response is not what you expect, you need to go back to your prompt and modify it, then test again until you are getting exactly what you need.

Thank you for your response. For the question used to prompt the answer, is it possible to phrase it differently without asking the exact question, while still keeping the same context? like keywords?. Do you have any step by step process on how i can do this in storyline because i am stuck where i can't connect the bot in storyline.

Maybe I was not clear in the previous message. The AI follows your instructions when interacting with the users. It will do what you tell it to do.
